Needs Assessment

Needs assessment is the examination of the aggregation of observed and articulated desires, needs, and expectations of individuals, groups, and the community. Needs may be reflected in each community. Data may be obtained by observing conditions such as poverty, the deterioration of bridges, and crime and by evaluating inquiries obtained by direct feedback from clientele and constituents.21

To obtain reliable information on current needs, these procedures should be followed: (1) The quality of available data at all levels—federal, state, and local government—should be examined and the criteria for identifying the need established. (2) The policy statements of legislative and executive officials, position papers, the census, demographic information available from various planning agencies, departmental files, special studies on the target population, records of public hearings, and surveys conducted by other agencies (public or private) that may provide information regarding like or similar services should be analyzed.22 This data should then be converted into specific demands for goods and services, suggesting the level and quality of services to be provided.
